His Excellency the Governor directs that the Harbour Master be instructed to inform all trading vessels to mark their anchoring in the harbour, and that a proclamation be issued to the following effect,
That the information be communicated to the Masters and owners thereof.
That the port of Victoria is open to all foreign vessels without any anchorage fees or other dues; that they are at liberty to remain in it as long as they choose, and to depart when they like without any obstruction.
That the Crews and passengers have full liberty to communicate with the shore, and to deal in all articles with any person whomsoever.
